Why this is the answer

Buses carrying schoolchildren must display a distinctive yellow reflective sign on the front and rear, unless they're running a scheduled service for the general public. Buses displaying the sign are permitted to use hazard warning lights when they've stopped for schoolchildren to get on or off.
