Which type of vehicle is allowed to pass this sign?

Why this is the answer

This sign prohibits all motor vehicles. Only bicycles may pass it. However, a black and white plate underneath the sign may give exemptions; for example, 'except buses' or 'except for access'.

Why the other answers don't fit

A
Small lorry — A lorry is a motor vehicle and is covered by the prohibition.
B
Minibus — A minibus is also a motor vehicle.
D
Private taxi — A taxi is a motor vehicle whatever its licence.
