Why this is the answer
The white circular sign with a red border and no symbol means 'no vehicles', including ridden bicycles. It's always used with a plate: mostly 'no vehicles', but occasionally 'play street'. Exemptions and times of operation may also be shown on the plate.
Why the other answers don't fit

- — The car with a motorcycle above it bans motor vehicles, which still lets cycles and horses through.
- B
- — A car on its own bans motor cars and leaves solo motorcycles out altogether.
- D
- — No entry stops you coming in from this direction rather than banning vehicles from the road.
