Theory Hub UK Theory Test

What does this sign mean?

Why this is the answer

Some crossings have gates but no attendant or signals. You should stop, look both ways, listen and make sure that no train is approaching. If there's a telephone, contact the signal operator to make sure it's safe to cross.

Why the other answers don't fit

B
Gated road ahead — A gated road carries its own wording.
C
Level crossing without gate or barrier — That version shows a locomotive instead of a gate.
D
Cattle grid ahead — A cattle grid is signed with the grid itself.
