Why this is the answer

This sign may be at the end of a dual carriageway or a one-way street. It's there to warn you of oncoming traffic.

Two-way traffic crosses a one-way road — That version has the arrows running across your path.

Traffic approaching you has priority — Priority is shown by a different sign altogether.

Motorway contraflow system ahead — A contraflow is signed on a yellow board.
