What does the term 'maximum authorised mass' (MAM) mean?

Why this is the answer

Maximum authorised mass (MAM) means the maximum permissible weight of a vehicle including it's load. It's also known as gross vehicle weight (GVW) or permissible maximum weight. You're responsible for making sure the MAM is not exceeded when the vehicle is fully loaded.

Why the other answers don't fit

A
The maximum permissible weight of your vehicle, with passengers but no luggage — Luggage counts as well as passengers.
B
The maximum permissible weight of your vehicle, without passengers or luggage — An empty figure is the unladen or tare weight.
C
The maximum permissible weight of your vehicle, with luggage but no passengers — Passengers count as well as luggage.
