When may you use your vehicle's horn while you're driving in a built-up area?

Why this is the answer

You must not sound your vehicle's horn in a built-up area while stationary on the road, or between the hours of 11:30pm and 7am. The exception is if another road user poses a danger.

Why the other answers don't fit

Between midnight and 6am — Midnight to 6am falls inside the period when the horn must stay silent.
C
Between 11:30pm and 6am — That is the restricted period, not the permitted one.
D
Between 4am and 7am — 4am to 7am is also inside the restricted hours.
