When may the built-in TV and video equipment be used on a coach?

Why this is the answer

To prevent drivers from becoming distracted, TV or video equipment must be out of their sight. While passengers are being entertained, they can be sure the driver is concentrating on delivering them safely to their destination.

Why the other answers don't fit

A
When the coach is moving slowly — Speed is not the issue. What matters is whether the driver can see the screen.
C
During long motorway journeys — A motorway is where the driver most needs an undistracted view.
D
During a coach tour — A tour is exactly when it would be used, and the rule still turns on the driver's sight line.
