When must you use your headlights?

Why this is the answer

Your headlights help you to see in the dark, and help other road users to see you. Use your headlights whenever visibility is poor. Using them at other times may also help other road users to see you. On modern motorcycles, the headlights are switched on automatically when you start the engine.

Why the other answers don't fit

A
When riding in a group — Group riding is not a lighting rule, although riders often use lights anyway.
C
When carrying a passenger — A passenger changes the load and the handling, not the lighting requirement.
D
When parked on an unlit road — Parked on an unlit road you need parking lights, not headlights blazing at the traffic.
