What does this sign mean?

Why this is the answer

This traffic sign means no stopping on the main carriageway at any time, not even to set down passengers. However, you may stop in a lay-by.

Why the other answers don't fit

Stop only to pick up passengers — Picking up is stopping, and the sign forbids stopping.
C
Stop only to set down passengers — Setting down is also stopping.
D
No stopping at peak times — There is no peak-time exception; the restriction runs at all times.
