توصیه است، نه قانون این قاعده با حروف بزرگ نوشته نشده، پس نقض آن به‌خودی‌خود جرم نیست — اما می‌توان در دادگاه برای اثبات مسئولیت به آن استناد کرد. تنها قاعده‌هایی که MUST یا MUST NOT دارند پشتوانهٔ قانونی دارند.
