Why this is the answer

At motorway roadworks, some lanes may be narrower than normal and large vehicles may not be allowed to use those lanes. Look for weight-limit signs to check for any lanes that you cannot use. Move to the appropriate lane in good time.

You can only use the right-hand lane — The sign restricts that lane rather than reserving it for you.
C
You cannot leave the motorway at this junction — Leaving the motorway is governed by the exit signs, not this one.
D
You can use the middle or right-hand lane — The middle lane is open to you; the right-hand one is not.
