Why this is the answer

This sign on the overhead gantry will be accompanied by flashing amber lights. The arrow directs you to move into the next lane. There might not be any visible signs of a problem ahead, but there might be queuing traffic or another hazard that you cannot yet see.

Why the other answers don't fit

A
Move to the left-hand lane — Crossing two lanes at once is more than the sign asks and more than is safe.
B
Leave the motorway at the next exit — Leaving the motorway is a large response to a lane closure ahead.
D
Continue with caution — Carrying on means arriving at a closed lane with no room to move.
