You're driving at night in a built-up area. The road is well lit. Why should you use dipped headlights?

Why this is the answer

It may be difficult to see when you're travelling at night, even on a well-lit road. If you use dipped headlights rather than sidelights, other road users will see you more easily.

Why the other answers don't fit

A
To help you to see further along the road — On a lit road the street lamps do that, and dipped beam adds little.

To avoid committing a traffic offence — There is a requirement, and the reason behind it is being seen.
C
To prevent glare from the illuminated dashboard — Dashboard glare is controlled by the instrument dimmer.
