Your student is driving on a road that has double solid white lines in the middle of the road. When are they allowed to cross these lines to overtake?

Why this is the answer

If it's safe to do so, your student may cross a solid white line to pass a road maintenance vehicle, bicycle or horse, if they're travelling at 10 mph (16 km/h) or less. When safe, they may also cross the solid line to enter a side road, access a property or pass a stationary vehicle.

Why the other answers don't fit

A
To pass a queue of traffic at a junction — A queue at a junction is not one of the exceptions.
B
To pass a car signalling to turn left ahead — A car signalling left is not slow enough to qualify unless it is under 10 mph.
D
To pass a vehicle towing a trailer — Towing a trailer does not by itself make a vehicle slow enough.
