When should you use hazard warning lights?

Why this is the answer

Hazard warning lights are an important safety feature and should be used if you've broken down and are causing an obstruction. Do not use them as an excuse to park illegally, even for a short time. You may also use them on motorways to warn following traffic of danger ahead.

Why the other answers don't fit

A
When you're double-parked on a two-way road — Hazard lights do not make illegal parking acceptable, and double parking obstructs either way.
B
When your direction indicators are not working — Failed indicators make the machine unroadworthy. Hazard lights do not stand in for them.
C
When warning oncoming traffic that you intend to stop — They cannot announce an intention. They say something is wrong, not what you are about to do.
