When should you use hazard warning lights?

Why this is the answer

Hazard warning lights are an important safety feature and should be used if you've broken down and are causing an obstruction. Do not use them as an excuse to park illegally. You may also use them on motorways or unrestricted dual carriageways to warn traffic behind you of danger ahead.

Why the other answers don't fit

A
When you're double-parked on a two-way road — Hazard lights do not excuse illegal parking.
B
When your direction indicators are not working — Hazard lights use the same bulbs as the indicators.
C
When warning oncoming traffic that you intend to stop — They face both ways and would tell oncoming traffic nothing useful.
