What's the purpose of an emergency area on a motorway?

Why this is the answer
Emergency areas may be found next to the hard shoulder on a motorway. If possible, you should use one of these areas, rather than the hard shoulder, when you break down. Before you leave an emergency area, you must use the emergency telephone provided and follow the operator’s advice. A lane may have to be closed so that you can rejoin the carriageway safely.
