What happens in a controlled zone?

Why this is the answer

The entry sign to a controlled parking zone will show the times of operation. Inside the zone, yellow lines indicate where waiting is prohibited. Yellow time plates are provided where a yellow-line restriction operates at different times from those shown on the entry sign.

Why the other answers don't fit

Cyclists have priority over motor vehicles — Cyclists have no special priority in a controlled zone.

Waiting restrictions are normally indicated by yellow time plates — The point of the zone is that the time plates are not needed at every length of line.
C
Speed is controlled by traffic-calming measures — Traffic calming is an engineering measure, separate from waiting restrictions.
