What does this sign mean?

Why this is the answer

A sign will indicate which types of vehicles are prohibited from certain roads. Make sure that you know which signs apply to the vehicle you're using.

No overtaking — That shows two cars side by side.
C
Clearway (no stopping) — A clearway is a blue circle with a red cross.
D
Cars and motorcycles only — A permission would be blue, not a red-bordered prohibition.
