What does this sign mean?

Why this is the answer

In order to keep roads free from parked cars, there are some areas where you're allowed to park on the verge. Only do this where you see the sign. Parking on verges or footways anywhere else could lead to a fine.

Why the other answers don't fit

Vehicles may not park on the verge or footway — This sign is a permission, not a prohibition.
B
Vehicles may park on the left-hand side of the road only — Which side of the road you park on is a separate matter.
D
Vehicles may park on the right-hand side of the road only — The same again: which side of the road you park on is governed separately.
